Research can always ask for one more source. Founder judgment needs a packet that says what has been learned, what remains fragile, and which live test would change the answer.

The packet names the wedge, source-backed pain, buyer or user, existing alternatives, evidence strength, missing proof, validation action, and kill condition. The founder should be able to pass, loop, or kill from the packet itself.

If the packet needs the whole research thread reread before action, Discovery has produced memory work and failed to produce a founder surface.
